A new bill filed by State Sen. Bradley seeks to enable local governments to increase affordable housing through inclusionary zoning and related regulations, according to the North Carolina State Senate.

The bill, filed as SB 134 on Feb. 21 during the 2025 regular session, was formally listed with the short title: ‘Inclusionary Zoning/Workforce Housing Funds.’

In essence, this bill allows local governments to implement inclusionary zoning to increase affordable housing availability. It modifies G.S. 160D-702 to permit regulations that support such zoning measures, which may include requirements for public street and utility rights-of-way, recreational spaces, and performance guarantees, under the same limitations as specified in G.S. 160D-804 and G.S. 160D-804.1. Additionally, the bill appropriates $10 million from the General Fund to the North Carolina Housing Finance Agency for the Workforce Housing Loan Program for the 2025-26 fiscal year. The act is set to take effect on July 1, 2025.
