State Rep. Laura Budd has put forward new legislation in the North Carolina House that seeks to broaden firearm safety education and improve statewide mental health procedures, the North Carolina State House reports.
The legislation, titled the ‘Firearm & Conflict De-escalation Training Act’ and filed as HB 1210 on April 30 during the 2025 regular session, addresses both safety training and mental health policies.

The proposal would have public schools deliver annual classes on firearm safety and conflict de-escalation for all grades starting in kindergarten, with parents retaining the option to exempt their children each year. The Center for Safer Schools would create unbiased, age-appropriate curriculums, taught by certified firearms instructors and mental health experts. The act sets aside $250,000 for these programs, available July 1, 2026. Other aspects include a requirement for electronic searches of mental health commitment records statewide for concealed handgun permit checks, greater powers for magistrates and judges regarding involuntary mental health commitments, and support for a pilot co-responder initiative that teams mental health professionals with police for emergency calls.
Budd introduced an additional 25 bills throughout the 2025 regular session.
